As Twitter continues to limit what third-party apps can do, it's important for it to fill in the gap by offering popular features like quirky photo filters. You can still post Instagram photos to Twitter today, but there's always a chance Twitter can decide to block Instagram completely after rolling out its own photo filter feature.
Still, Twitter isn't the place people normally go to for photo sharing as it's tough to view media within the stream of tweets. The move feels odd as Twitter is more of a news and information sharing service than photo-sharing service.
